Panasonic is going to be releasing a camera that does exactly that. It will
be 24P, 30P, and 60i, 16:9/4:3 switchable, dual resolution in 50Mbs and
25Mbs, it is called the AJ-SDX900. We have a little bit of information
about it on our web page, www.panasonic.com/broadcast look for the
camcorders and click on the link.
It will have 12 bit DSP allowing for a matrix that is unrivaled by any
standard def camera. It will also have more adjustability to the gamma,
with a preset for Cine Gamma, but still have some handles. There is a
wireless receiver pocket and a lot of small but thoughtful features. I am
the product manager for this camera and this is the nicest SD camera we will
have brought to the market ever. Steve Mullen said in his little blurb
about the NAB2002 showings, that this should be the last SD camera you will
buy. I might concur.
We will start to show the camera in January and deliver in March of next
year. Wish it was sooner.

In the pro broadcast magazines I am reading about HDTV, SDTV,
terrestrial signals, satellites, digital and analog signals,and most of
these in many flavours. While I am (Western Europe, the Netherlands -
Amsterdam - that is) still watching a plain vanilla PAL 4:3 TV set and
the very vast majority of what I watch is made for this 4:3 format (or
broadcast as such).

notjust simply 24.00 Frames per Second instead of 23.98 ?

Because it is not a 24P recorder, it only does 24P capture and then records
that in a 3:2 pull down on a 60 interlaced standard DV tape. This way it
can be played in any DV machine that does ATSC Digital Standard Definition.

Yes but lays it down in a 3:2 pull down, actually it does that in two
different ways.
What do you edit your footage on? Are there "low end" (less than 6 digits)
editing systems that can handle this?
Yes, right now In-Sync is shipping Blade, that works with their Speed Razor
that will automatically extract the 24P, Final Cut is getting close to the
extraction, and a couple more I am not at liberty to mention but all will be
looking to support this extraction. One of the pull down modes is a 3:2:2:3
cadences, which when transferred in the compressed domain, actually allows
for the extraction to be done on the fly on the import.
Should be a very cool world soon for 24P standard def editing.
