Hello,
I have recorded in concert lighting. The Picture is very grainy. I have looked at times other people's pictures of the HV20 HDV viewed, eg by candlelight, which was all normal, no seeds. Beautifully.

Recording settings are:

TV Type 4:3
DV REC MODE: SP
AV-> DV OFF
Tv Shutter Prio 50 (may be the fault lie?)

I do not have HV20, you can only answer in general.
The grainy than what you describe is probably image noise due to too little light or too much electronic amplification.

The "Manual Exposure Setting" (Manual Page 50) is probably like AE shift. You can make the picture brighter or darken. If man makes darker in low light situations will probably only times the gain back.

In the Spotlight program is based on the automatic s.den bright points in the Picture. If it really bright parts are works synonymous with uniform illumination in the twilight, but probably not.
