I think there is a very significant difference between a codec that aims to
become a world standard across all sorts of multi-media uses (like MPEG-4)
and one that is used for a relatively very specific task such as a camera.
The former will always take several years to reach fruition whereas the
latter can be changed almost overnight by the manufacturer, supposing there
are no tape interchange requirements. Web specific codecs can also
introduced in relatively short order.
MPEG-4 is clearly more efficient than MPEG-2, but it will be overtaken by
newer codecs such as Sorenson3 and must be judged in context.
