Best MPEG-2 encoder? - "Perry Mitchell"

From: Ebert
I the near future I want to produce a DVD containing about 2 hours of music.
For now have experimented with different authoring software. The quality of
the DVD pictures are very different.
What would be the best MPEG-2 encoding software around? Your opinion will be
highly appreciated.

Can people recommend an AC3 encoder?
Also, what's the work flow when the final product is a DVD with AC3
multi-channel audio? I understand how things work for regular stereo
audio (capture V/A->Premiere or other->encode to MPEG-2->burn DVD)
but how do you handle the audio if you're doing multi-channel stuff?
Can you do it in Premiere and then have Premiere output a file with
multiple channel of audio, and then run the resulting file through
the AC3 and MPEG-2 encoders, or does AC3 need to be done as a Premiere
plugin?
