MPEG2 gets its extra efficiency from using inter frame redundancy, and therefore doesn't need to compress the first (I) frame so much. This is as well since using DV sophistication over more than one frame would be beyond the processing available in current codec chips. It is of course true that the use of MPEG leads to other problems but as you say, that is another subject. All this is beautifully explained in your Panasonic booklet. I can only say that if you stuck with what that says, then I wouldn't have to keep correcting your misleading statements.
