Do you use a trial version? There mpeg2 editing is not possible due to licensing issues.

With Adobe Premiere CS4, you can not really work. At least I did not. Many areas of most plug-ins do not run there yet and as you said to happen when you export a lot of errors and aborts.
I've already bought me synonymous to upgrade to CS4, but still use CS3 because it is simply more stable (; synonymous and run faster). An early update to fix (which, hopefully).

I know this will not help you now, was synonymous with permanent problems, however, CS 3, switch to Edius 5.1 and lo and behold it works without the stress and anger
