AVCHD: A lot of great clips to summarize, without cutting Q-loss?

I have an ongoing video project and films, together 1-2 times a week video. Here then are several clips together with several minutes of recording time. Over the weeks since collects together and have what I want now to summarize material edited together a clip (File) to save space and to second 1.HDD to keep track. I need recordings usually only 20 seconds from 5 minutes. I film with a HF200, as are the shots. AVCHD MTS and that's compressed.
If I cut the clips into Adobe CS5 will maintain and MTS and export files, the original cut (compressed) material and then compressed again (synonymous if I give a higher bit rate)? And when I later replace the cut generated by the clip file, more clips to the Project and forms part again summarize new, is then compressed. If this is so will get my movies always a worse picture quality.
How can you create objects from the cut each or together have a new file without a quality loss?

Without Q-loss it is hardly walk! One can, however, keep this very low if you exported with high bit rate - for example, with MPEG2 50Mbit / s!

Create your folder on the hard drive yet and arrange the files afterwards. I think smarter, save as a place which so again (almost) is only possible with quality loss ..
