If you want your videos with effects provided AE is all right. If you cut "only" then PP. In AE, a clip cut way synonymous.
Depending on the effect (s) you should have enough CPU / GPU power and RAM you have so you order the pizza must not render ... :)

There are in AE is a function that allows a wave of rhythm-driven keyframe values to generate. Then you can use the position as to generate data for a layer. Times have to search according to the help.
