To C) A few seconds to 1 minute is not long but very short snippets of music extracts. A halbsekündiger "orchestral hit" from a Mozart symphony is in regular use easily u, since hardly traceable and completely isolated from their original context. As soon as one can be clearly assigned to a work, you get legal Proleme eg "On the Reeperbahn at night, at half a" sample is about 3 seconds but clearly traceable.
