Analog signal into the PC without an external A / D converter

I want an analog signal (RCA, SVideo is no preference) to bring the PC. I have the graphics card Radeon 9700 pro. As far as I know, the SVideo Male only to use as output. The quality does not optimal. I have a second computer which I will "review" of the material to use. The aim of the video editing computer via an A / D converter s.den live TV output. The same signal, I would like in the PC and then grind with OnLocation and vectorscopes as waveform can see.
Are there any graphics cards, so something very cheap, without, that it arrives at optimal quality? Are there any other cheap TV cards? I would in any case to an external A / D converter refrain.

OnLocation only works with a DV signal. ie, without external converters do not you come far.
And the signal to be measured, which was synonymous with a graphics card ever comes, is as useful as a shoe full of water because a Graus.
The only alternative software is and will remain an external AD converter.

Eventually I find a cheap under 100 ¬. Even the ADVC55 costs even more. What a good and cheap alternative? As I said, it is not about quality.
