Should not the sound control are close to 0db and should not be there full range EQ or in the High and depth of field to be slightly reduced.

That depends on the reference level. If the cutter has gepegelt professionally, he has gepegelt to -9 dBFS (Full Scale). This corresponds to 6 dBU or 0 dB. -9 dBFS which is called the full scale with a quasi-Überpegel Reserve, synonymous headroom. Therefore you must specify your dB specification.
