Actually, I would first assume that the supplied software for the TV card can be used. Otherwise, see you for another TV card software (DScaler, MoreTV, wahteva) by Webcam or capture tools, which can often any WDM video source select.
Sorry that I have no tool in the head did that but you want your function is really nothing special, I would say.
