What does this mean? Can someone please explain ne?

This means that the Americans because of their NTSC standard or to the mains frequency of 60Hz almost have problems, their videos on clean 24fps for, say, Filmausbelichtungen to get.

So PAL is good, because we can record 25p and 24p on the videos change, if that's necessary.
