To how many pixels per frame as you move the text to the top? Show that you are interested in the entire pixel, for example, 2 pixels per frame. Land you at 2.2 pixels per frame suggests that once anti-aliasing for the font (or the picture or video, in which the text is stored) to, on the other hand, you can depending on the output format is again synonymous with the interlacing problems. So, offset 2 pixels per frame, and the thing is running around!

Offset: 10 pixels is given. Is that okay?

Due to the limited information only a first guess: You've used the Times font (serif) and the guy runs in 25p on a tube monitor. This combination of jerky and flickers.
