I accidentally clicked on the wrong button and did not notice that I edit your post instead of replying. When "quoting" clicks, the window looks virtually the same. When I noticed it (after I clicked on Submit your question and my answer instead of looking), it was unfortunately too late to bring the text back.
Analogy was to the hardware (an example would be appropriate had the TV card), and to dub a few VHS videos on the calculator too. The hardware should not be so expensive because it was a one-time action. It's just been too late, but now to my answer ... below, so that you at least get an email confirmation that someone has replied. ;-)

Of the TV card, I would strongly advise against. Then may you put a lot of time and nerves in poor quality, especially if you do not want to spend so much money for it.

I have the Hauppauge TV PVR 350 (gibts synonymous than 250 without a radio) and am fully satisfied with the quality. Works synonymous with lower-end PCs, because the hardware compression.
Has somehow to EUR 130 or so cost, there might now synonymous cheaper
