Is there an easy way I can make a video that is created so technically, as "Lisa's World of Report Mainz. On Youtube are examples:
So a mixture of moving pictures and a clean paint in the video. (Other examples can be found on Youtube with the search term "Lisa's World")

This is really easy. There are collages, and cut out the individual elements, heads, arms, speech bubbles, not with the scissors, but in a program like Photoshop "exempt" (ie cut) were. Also, they are not the background "stuck", they float on a separate video track, or plane, said cover higher amounts traces the underlying, if need be going into some editing programs, no emergency in After Effects, what is something not only made as is, but is made. The elements are moved over time. The fist is as in Picture 10 above the head, in Picture 22 on the eye, the program calculates the intermediate phases, keywords "Animation" and "key frames".

I'm more of a layman and have Magix Video Deluxe. A program such as After Effects, I can not afford it, unfortunately. You get it down so synonymous with a normal program, such as I?

Magix with only so much work and time that you will thereby lose your fancy s.der thing. A compositing program like after effects if it were certainly needed. There is also synonymous for free trial versions of AE to download.

Yes you will get. If you do not have Photoshop or some other Picture (Still Image) You can use the free program GIMP
In it you paint you some balloons (on transparent background) in a project which meets the video resolution (eg 1920x1080)
Then you put you as the Textures of Axel already mentioned in different video tracks - that is, Track 1 (the lower trace) as an original video and a trace over it (2 track) ddie as balloons.
Now you may move the balloons so that they sit fit in the picture - can these when appropriate, or hide (see, inter alia, key frame animation)
