Hello,
your settings are wildly off, that is much too high and resource-consuming.
Your source material was probably PAL DV which is a Resolutionvon 720x576 and 25fps. With your output you resize the whole thing up to a much higher resolution (1280x720), you also switch to the NTSC standard of 30fps almost! That makes no sense.
Search either a template for PAL, the closer your starting material, or adjust the video parameters to your starting material. Max 1.5 MBit / sec, ranging from completely synonymous then!
BTW: Since Windows XP, there is of Microsoft's free Windows Movie Maker, the better all your wishes fulfilled - and much more. It is exported as the Media Encoder in the WMF format, but synonymous effects and titles. Windows Media Encoder, I tend to live streaming of a video source or display records.
