One should not expect miracles, but at least the finished Stillimage will reflect the content of the video seen. The Resolutionmag be somewhat lower than the maximum possible picture, but that should be clear anyway.
Back to the proceedings - has not VirtualDub such a function? The tool is free and quite powerful.

6 inch x 300 dpi 1800 pixels makes.

Especially for pictures from video recordings, there is a brilliant software: TopazMoment.
It generated a small Avi (about 10sec) of the motif, which one would like as Stillimage. This invites you into TopazMoment. The program anaylisiert frames before and after the selected frames (I believe to be calculated to eight) and from a high-resolution Stillimage.
When the subject was included relatively calm and performed before and after the image is no change of scene, you can create surprisingly good photos.
It is therefore not just a pixel doubling, as details from the front and be involved with danachkommenden frames.
Has long ago that I tried the program once, but there is a trial version of synonymous TopazMoment,
