Infoseite // Premiere Beginners - How to highlight a certain place?

Hi,

I would like to do: I have a Picture of a website (text)
and would like to highlight a specific line from this text optical.
My actual idea is on the line and under the clear light of "blurring" line was to be lifted. Alternatively, I would be synonymous with dim light up, or happy. I'm now about an hour messing around but I get it back not that really just this one line is sharp, and bright and the rest dark or "blurred."

Can someone help me?

duplicate clip, put in 2 levels above the other, mask blur correction effect on upper trace verwenden.Untere track.
