Which graphics card - this is very crucial for the cut?
Ram is clear, at least 1 GB, tend 2, massive HDD ....
What is still to look out for?

If you want to edit HDV, you can never have enough power. For DV editing does a middling equipment.
graphics card is less important. All you need is a simple model with DVI output. The much-higher-performance 3D graphics cards is irrelevant for DV editing.

What bothers me s.Premiere Pro After Effects are in the long render times. Which CPU + RAM should be minimum, so it is somewhat bearable.

For P-Pro 2.0 you should use a compatible GraKa, I have the Ati Radeon X800 with 256MB of RAM. Full-GPU support!
