I'm looking for a freeware which I made with DVD compliant mpeg or vob files, a video DVD manufacturing, also with files, etc. * ts.
Smart Copy is important that the files should not be re-encoded ...
Are there any?

but if you have mpeg2 files, they are already dvd compliant. vob is just a container format, in which the data are mpeg2. as long as you come into mpeg2 encoder, so you will no longer have new encoding during authoring.

hm, so it probably is freeware ... my program is not known, I'm sorry, use or encore dvd studio pro, if you have a amc searched, you should in any case, dvd studio growth, is much smarter than the sometimes quengelnde encore ;-)...

I recommend GFD (Gui for dvdauthor). This software has no encoder and therefore can not re-encode. In the safe side you should see your files before demuxer.

Edit: Yeah, I plain forgot to mention. Without menus can be synonymous or simply IfoEdit Muxman take.
