If by chance the bulbs with 60 Hz flicker because they come from America, Japan and designed for the American / Japanese market and a voltage converter is connected upstream (to be converted under the EU our collections 230V 110V), then the flicker of course synonymous ...
Seriously: If you're in Europe and films in fluorescent light flicker, then with exactly 50 Hz and take your camera right to the point, ergo it flickers nothing.
Only if your camera does not just 50 Hz because it comes as American - has problems.
I have in my life the way only once experienced flickering: were in a museum "shining shoes" is used. This flickered with 60.8 Hz (Clear Scan's addressed).
