The error message begins with C, which means that you can fix it yourself if needed. In plain language is C: 31:22 for "T reel fault. Load the tape again, and perform operations from the beginning."
Or bring your camcorder to this error constantly, and synonymous with other bands? That would be really a case for the service. But, as you should in this forum someone (probably can tell), what will it cost to repair, if no one (light can be seen), what exactly is missing your camcorder? ;-)
The best of you you can create a professional for an estimate. While this will cost something synonymous, but the price for this will count for a repair rule.
No crash, no other ...?! There are wear parts, which eventually just quit their service. This is quite normal.

Sonydoes indeed have a fix for it but it is not whacking the camera. This is exactly what Sonywill do if you send your camera to them:
Open the tape door
Remove all sources of electrical power
Blow out the compartment with CLEAN, DRY, FILTERED AIR.
Replace the Tape
Replace the power
turn it on and test it.
If it works they send it back with a bill for $ 200
If not they follow the above steps again except they disassemble the case and blow it out.

So, if the error message c: 31:23 appears to take the thing and sink it in the trash.
Unless you have personal connection to the "s.sich good camera. Electronic Hansa in Vienna repair the thing to EUR 150 If it has not been striking it will be the value.
On the other hand, there are a few dollars more a new thing.
