Nope, it does not.
But you can still install the Programs on the first partition. All the program files are loaded when the program into memory. Another access to the hard drive is usually done only in very small amounts.
If you partiton and create a partition for the system for other Programs, you might regret it later than if one of the partitions is full, while at the other place is still massive. Programs other than lands or smaller files on the other partition and then you've got chaos;)
