Which version? If you pack the video in the timeline, you'll get a red line above the video? Press Enter and let it render times - before possibly scale to DV size.
In my experience with the desktop editing mode? Always jerky is good, nothing at all to work (at least until Premiere Pro 2.0). Since you can have a really fast I-frame-only codec set as the codec processing, import videos with the codec and project resolution and jerky anyway and it all has to be re-rendered. Completely pointless.

Probably the video "Upper field first". Just try with right click on the video in the timeline and then reverse field dominance (or something) and put this all in order to render it again.
