Hello Atheobe,
Your budget is for the Velbon DV -7000 (currently used for just over 100 euros) in my opinion the best choice. Thus, you can really go soft pans. No Comparison to the cheap tripods of Hama, which with smooth pans as good as impossible. Because I speak from personal experience.
However, the Velbon Tripods with slightly more than 3 n.relativ difficult and a matching carrying bag is usually synonymous not there.

as a lighter alternative to the 3.5 n.schweren Velbon DV -7000 can be synonymous, the Velbon CX-686 growth. Same head and "only" 2 n.schwer.
