I had the idea that with a TV card and make a widget, but it did not work quite so well. Has anyone of you a better tip?

I would take a video mixer with video - and key channel to a Title or a computer, which outputs a suitable signal. Maybe you even need a Titler, which can be fed independently of the program output with new data?
Such things do live is not nearly as simple and inexpensive as a realization of postpro.
