The codec is just one of your two "problems"
I do such a thing today basically as wmv, I s.W2K simply a calculator and some current media player today presupposes the division. There's really no exotics. The majority of today's Calculator has XP and thus meets all the requirements.
Your second problem is the integration of the video.
Once you've created through the presentation and have embedded the video on your plate located via a link, you will need to copy your work for transportation on a stick or a CD. And now the link is no longer on the target machine.
That means anyone who wants to look at the correct on his calculator, must adapt the presentation open in PowerPoint and the link.
Unfortunately I have not yet found any other way.

PPT certainly, video editing programs, but they might not.
