I have wmv files in 384 * 288, PAL 25Bilder/sekInterlaced 300kbit/video, 32kbit/44khz sound, recorded in wmvCodec7 and the whole thing done with the Windows Media Encoder of TV card (with WMV9 or 8 direct recording device to my PC 1.8GHz CDU s.die borders, so I take wmvCodec7) It is recorded documentaries, etc., the picture is not so VERY important.

Preliminary: Your project is very unfavorable. It is, however, a more direct route would certainly be better.
So you get into WMV VD eg via Avisynth pure. To do this you write you an Avisynth script, in which the DirectShow source function is the WMV file is loaded and then one frame over the Avisynth FrameMaker FrameMaker Server s.den VD client is passed. Other free ways to convert the WMV files into AVI files go through the developer tool graphedit of M $ or the Movie Maker of M $.
The better way is surely the first time in VD digitization so that the synchronization is not lost. To do this you could be first with a fast intermediate codec from dieserZwischendatei record and without time pressure to make the Xvid file.
