I recommend MPEG2 and then the Videolan player into the Startup folder. It should work on all Win machines. And on Mac and Linux MPEG2 was supposed to be synonymous not a problem.
Most professional productions put on either way, Quicktime, or Macromedia solutions.
"Play Everywhere" is probably never in it.
If it is not necessarily a CD needs to be, I think that a VideoDVD today probably gives the best result.
