Really? I have already exported synonymous MPEG (2) files into Premiere as an AVI and get this no boundary.
"Hastino", start a project in Premiere with the exact Resolutionwie your MPEG video (DV-PAL and may not possibly square pixels!). As a codec you can take as HuffYUV. Thus can be set any image size and output quality is - depending on the quality of the source material - synonymous very good. When you export now also choose the Resolutionder MPEG videos. In the project settings you can identify potential conflicts:
