Basically, you do it with two layers of film (layers), the original film and an overlay track containing the effect. The effect may be a picture, or even an animation.
Now you have to punch out the background so that the original film is visible. This can be through tones (white, black) color (blue, green) or stored as an additional black and white Picture (alpha-making mask).
How exactly that hangs off of the software. Such effects can be seen in simple editing program (Premiere, Studio, etc.) make, or pepped up in special programs such as After Effects, Heroglyph, etc.

I'd have me now in Photoshop a little shining star with alpha channel handicrafts, imported into the premiere, s.The correct position and then pushed through keyframe on a few images-and then disappears, and while a little rotated. Have not tried it yet, but might work ...
