did you Smurfs-The Movie rotated?? :)
Kidding! Well Vegas is pretty good. As you can so in the audio track so set that is either quitschig or "just talk faster." (In Properties of the clip) stop because otherwise I would know more of Sony Sound Forge. Can import the movie clips and adjusted under pitch shift.
But maybe there are plug-ins for Virtual-Dub (VD), or is there already integrated. It does not stop White, as I do with them just the rough cut ...

You can most Videoschnittprogs synonymous change the speed of the clip. By doing this you should achieve similar effects.
