 The answer did you already quasi itself. There is a 
 VirtualDub version that can read MPEG2. This will allow editing and 
 with a belibigen codec reencoden. 
 Important would be the question: 
 What is the target media? What will the final be played?

 this is actually quite simple. Everything you need, there are 2 
 Programs. AviSynth (with mpeg2dec plugin) and DVD2AVI. 
 AviSynth is a FrameMaker Server. Just getting used to but very very good 
 and above all without loss of quality because you imagine a compression process 
 Save it. A FrameMaker Server takes the SVCD (mpeg) file and simulates the 
 other program, it would be an uncompressed AVI file. 
 Sunday Play: 
 1. 
 On the SVCD is MPEG2 folder or a file MPEGAV the AVSEQ ... means 
 and quite large. The copy on your hard drive. 
 2. 
 The copied file will open in DVD2AVI and you go to File - Save Project 
 (F4). 
 Now, he'll create you a fairly small. D2v file and a file with the 
 Soundtrack of your SVCD.
