If I upload a movie in HD 720 50p on a Web service, this example of Youtube is still processing and certainly brought in a general YT format. If this film then with 50 full frames or is brought to a picture where usual procedure? eg 25p

according to my knowledge there are 24p, 25p and 30p on youtube.
since youtube has ideas but always new, it may be that 50p is supported in the near future. therefore always in the best video quality upload for youtube saves synonymous neuerungen the original and renders it in new system.
