Yes, with the right software (drivers), with Skype as a "webcam source" can be selected.
Eg I can do with my TV card and the AV-in like this realize that it is (for me) in any program as a "webcam" option.
But before you do that, I like to share my webcam against the Canon, then you have no problems and have to be the only thing in USB plug. ;)

hab noch ne ancient WinTV card, with BNC "TV" and yellow, round socket "VID" (as well as jack "Line Out")
obs Vista drivers that are still there? ;)

On the Mac with Skype is so easy. Camera car is tuned and in Skype there.
